Mince the garlic and chop the fresh rosemary. Stir to combine, cover with the lid, and set to cook on LOW for 6-8 hours, or HIGH for 3-4 hours. Add the heavy cream or unsweetened coconut cream and stir to combine. Add the starch mixture a little at a time stirring to combine until the potato soup is the thickness you desire. Season to taste with sea salt and pepper and serve with your choice of toppings.
